QLD Batons and Handcuffs

The QLD Batons and Handcuffs Course provides approved training for security officers who require these restricted items in their operational duties. While batons and handcuffs are not licensed functions under Queensland security licensing, they are regulated weapons. Security officers may only possess or use them when they have a genuine reason, employer consent, and have completed the approved training program—this course.

Delivered through blended online study plus one day of practical, hands-on training, this program is designed for currently licensed security officers seeking to expand their operational capability in duty-of-care environments, response roles and protective services work.

Batons and handcuffs are classified as restricted items under Queensland’s weapons legislation. Although no specific licence endorsement exists for these items, security officers may only carry or use them if:

  • They have a genuine reason directly related to their employment
  • Their employer provides written consent
  • They have completed the approved training program (this course)

The QLD Batons and Handcuffs Course equips students with the practical knowledge and applied skills required to safely deploy batons and handcuffs in a lawful and controlled manner. Training focuses on situational assessment, lawful use-of-force principles, safety precautions, and post-incident responsibilities.

Students complete online theory components followed by an in-person practical training day at an Asset College campus or regional location. The practical session reinforces safe handling, control drills, equipment checks and scenario-based activities.

Upon successful completion, students will receive a Statement of Attainment in the following nationally recognised units:

  • CPPSEC3110 – Control persons using baton
  • CPPSEC3111 – Restrain persons using handcuffs

This course develops the capability to:

  • Assess situations requiring lawful and proportionate use of force
  • Safely use and maintain batons and handcuffs
  • Apply industry-accepted restraint and control procedures
  • Operate in accordance with WHS, legislative and organisational requirements
  • Document actions and manage post-incident procedures
  • Maintain professionalism when managing challenging behaviour and conflict

These skills are relevant across security operations such as patrols, protective services, event security, crowd management and incident response roles where employer-approved equipment may be required.

This course includes two nationally recognised units:

  • CPPSEC3110 – Control persons using baton
  • CPPSEC3111 – Restrain persons using handcuffs

A Statement of Attainment is issued upon successful completion. These units may also provide credit towards the CPP31318 Certificate III in Security Operations.

› Prior Qualification or Licence

Students must already hold the CPP20218 Certificate II in Security Operations (or hold a valid QLD Class 1 Security Providers Licence).


› LLND Review

All students must complete a Language, Literacy, Numeracy and Digital (LLND) review prior to enrolment to ensure they can participate safely in both online and practical components.

› Age, Identification and Aviation Security Requirements

Students should meet typical expectations for licensed security personnel, including:

  • Being at least 18 years old
  • Providing valid photo ID
  • Meeting standard industry probity requirements

This course is not available to international students on a Student Visa (subclass 500).

› Blended Delivery (Standard Option)

This course is delivered through:

  • Self-paced online study, plus
  • One day of face-to-face practical training

Students complete theory first, followed by an in-person practical training day focusing on compliant baton and handcuff use, safety procedures, communication, situational assessment and post-incident actions.

› Recognition of Prior Learning (RPL)

Due to the high-risk nature of using batons and handcuffs for security duties, RPL is not available for this course. All students must complete the full training and assessment program to ensure safety, compliance and competency.

Who is the course designed for?

This course is ideal for people seeking to start a career in security, change careers into security, or transition from roles such as defence, policing or corrections.

What career outcomes does the course support?

On completion, you may become eligible for roles such as unarmed security officer, crowd controller, monitoring centre operator, access control or guard duties. It also provides a pathway into higher security qualifications and specialist functions.

What happens after I complete the course?

Upon successful completion you receive the Certificate II in Security Operations and become eligible to apply for a security licence in your state. From there you may choose specialist pathways or further study such as Certificate III in Security Operations, close protection or investigations.

Does the course cover bodyguard or armed guarding functions?

No — the Certificate II focuses on general security functions (unarmed, crowd control, monitoring). Specialist functions such as bodyguard, armed guard or investigations are covered by higher-level qualifications or specific skill sets.

Are there employment support services included?

Yes — the college provides employment support including Employer Connections® events, pre-employment sessions, assistance with resumes and access to industry job networks.

How do I apply for a security licence?

After completing your Certificate II in Security Operations, you can apply for a security licence through your state or territory’s licensing authority. The process generally includes:

  • Submitting your qualification certificate

  • Providing identification and proof of eligibility

  • Completing a criminal history check

  • Paying the applicable licensing fees

Each state has slightly different requirements. For example:

  • QLD: Apply through the Office of Fair Trading

  • NSW: Apply through Service NSW / NSW Police

  • NT, SA, VIC, TAS, WA: Apply through your state’s regulatory body
