Provide Responsible Service of Alcohol
Industry requirement to work in licensed venues under state and territory liquor licensing laws.
Responsible practices must be undertaken wherever alcohol is served or sold, including where alcohol samples are served during on-site product tastings. This unit, therefore, applies to any workplace where alcohol is served or sold, including all types of hospitality venues, retail liquor outlets and wineries, breweries and distilleries.

SITHFAB021 Provide Responsible Service of Alcohol
Do you know how to handle intoxicated people in your role as a hospitality provider? Ensure you are aware of the rules and regulations regarding the sale and service of alcohol in the hospitality industry with our Responsible Service of Alcohol (RSA) course.
This unit describes the performance outcomes, skills and knowledge required to responsibly sell or serve alcohol. This also applies to Security Officers working in licensed venues.
Responsible practices must be undertaken wherever alcohol is served or sold, including where alcohol samples are served during on-site product tastings. This unit, therefore, applies to any workplace where alcohol is served or sold, including all types of hospitality venues, retail liquor outlets and wineries, breweries and distilleries.
This industry accreditation will apply to those working in the following roles:
- Food and beverage attendants
- Retail liquor sales persons
- Winery, brewery and distillery cellar door staff
- Supplier sales representatives
- Licensees responsible for RSA Management
Course Outcomes
On successful completion of this course, you will be awarded a SITHFAB021 Provide Responsible Service of Alcohol Statement of Attainment.
On completion of the course you will have learnt how to:
- Sell or serve alcohol responsibly
- Assist customers to drink within appropriate limits
- Assess alcohol affected customers and identify customers to whom sale or service must be refused
- Refuse to provide alcohol
Entry Requirements
Minimum age for students to complete this course is 15 however, there may be employment requirements around people under the age of 18 serving alcohol. Please read more here.
There are no prerequisite units required for this unit of competency.
International students are accepted into this course.
You must be able to read and understand signs; read and follow organisational policies and procedures; complete simple calculations using whole numbers and percentages; and communicate clearly in English.

The unit incorporates the knowledge requirements, under state and territory liquor licensing law, for employees engaged in the sale or service of alcohol.
Certification requirements differ across states and territories. Please check with the liquor licensing authority in your state for personal circumstances regarding your need to hold this qualification.
The Responsible Service of Alcohol certification does not expire.

Assessment Re-Submission Fees
Should you be deemed not competent after 2 attempts at a unit of competency, an assessment re-submission fee of $50 will apply per assessment.
This unit is delivered in-class only and is not currently available by distance or online learning. The theory component of the RSA course is completed online in class. Recognition of Prior Learning is not available for this course.
The workshop generally runs for approximately 4 hours however, everyone learns at different rates and therefore the duration of the assessment will vary from person to person.

On completion, you may become eligible for roles such as unarmed security officer, crowd controller, monitoring centre operator, access control or guard duties. It also provides a pathway into higher security qualifications and specialist functions.

Upon successful completion you receive the Certificate II in Security Operations and become eligible to apply for a security licence in your state. From there you may choose specialist pathways or further study such as Certificate III in Security Operations, close protection or investigations.

No — the Certificate II focuses on general security functions (unarmed, crowd control, monitoring). Specialist functions such as bodyguard, armed guard or investigations are covered by higher-level qualifications or specific skill sets.

How do I apply for a security licence?
How do I apply for a security licence?
After completing your Certificate II in Security Operations, you can apply for a security licence through your state or territory’s licensing authority. The process generally includes:
Submitting your qualification certificate
Providing identification and proof of eligibility
Completing a criminal history check
Paying the applicable licensing fees
Each state has slightly different requirements. For example:
QLD: Apply through the Office of Fair Trading
NSW: Apply through Service NSW / NSW Police
NT, SA, VIC, TAS, WA: Apply through your state’s regulatory body
